Running for office is one thing, but serving out a term is another. In order to accurately represent the people, a Congressman must honestly describe his beliefs during a campaign and then live up to those beliefs while in office. Thus, documenting a candidate's beliefs serves several purposes:

1. It forces the candidate to think about his beliefs
2. It allows voters to better evaluate the candidate prior to voting
3. It allows the successful representative to remember his statements while in office
4. It allows voters to hold their representatives accountable
